What is the register of number plate suppliers?

The RNPS (register of number plate suppliers) is the approved list of places in the UK where you can legally purchase a set of number plates.

It began 1st January 2003 and regulates companies supplying "finished" number plates.  A finished number plate is the end product- the lettering, reflective backing and protective front piece- all fitted together.

Businesses selling the component parts of numberplates do not fall into the jurisdiction of the Register.

Why is there a register of number plate suppliers?
